I just obtained an LX10, but I need a hand controller, and a DEC drive cable.
Anyone with any suggestions where I could look for these?

Also a circuit diagram for the LX10 would be helpful, as the RA drive doesn't power on when I turn it on.

Well thats sound a big replacement. What I recommend you is to post as Wanted on www.cloudynights.com there are many ppl that offer the whole mount, you just need to swap OTA (optical tube assembly). I found my hand controller on that website by posting. The same person had the whole mount except the controller I bought from him. I don't know about the dec motor but it worth to ask in that website. If your interested in the mount. Hello Philip!
I recently had the same problem as you. I had bought my lx10 about 9 years ago without dec motor or hand controller. I couldn't find any for sale so I made my own. Once you have the circuit diagram(which I see you now have) it's straightforward providing you have some sort of electrical knowledge. The hand controller is just a box containing four switches. The dec motor is trickier as you have to find a dc motor and gearbox combination to give you a sufficiently slow movement. If you wanted further details I would gladly oblige.
